At present, the government is paying a great deal of attention to improving the quality of higher learning toward competing as world-class universities.
As centers of education and research, universities have a critical and strategic role, not only in producing knowledge for scientific publications, but also in providing evidence as a base for developing public policies.
At present, the government is paying a great deal of attention to improving the quality of higher learning toward competing as world-class universities. Various grants for researches and publications are being given to encourage lecturers to publish papers in international journals indexed on Scopus with a high Impact Factor. The pros and cons of publishing in indexed journals have been written in other Kompas opinion articles. This paper does not focused on that debate.
