One thing that emerged at the Bali Democracy Forum (BDF), on 8 December 2022, is that democracy in countries around the world is stagnant, and has even experienced setbacks.

International IDEA stated that stagnation and decline had even occurred in countries whose democracies are already established. Freedom House stated that there has been a democratic backsliding for 16 consecutive years. The V-Dem Institute said that the average quality of democracy has fallen to the level it was 30 years ago.
