In the post-Reform era, consolidation towards the establishment of substantive democracy actually weakened with the strengthening of the oligarchy and the proliferation of corruption. This democratic regression provides clues to the denial of the mandates of electoral politics and public fund management. In short, it is a betrayal of the aspirations and trust of the people.

Data from the Corruption Eradication Commission (KPK) shows that more than 429 regional heads (regents, mayors and governors) that assumed power since the 2005 regional elections (Pilkada) have been involved in corruption, of which the KPK has handled around 130 cases. Inherent money politics in the political culture and practice has not been taken seriously, so new cases keep emerging, just like the iceberg phenomenon.
