Illegal Levies Common Because of Inadequate Test Centers

The low number of \'uji kir\' (roadworthiness) test centers and lack of competent manpower is overwhelmed by the number of vehicles that require testing. Such conditions have resulted in illegal levies and middlemen in roadworthiness tests nationwide.

Throughout March, roadworthiness tests were provided free of charge to conventional, ride-hailing and public transportation services across 10 cities: Jakarta, Bandung, Yogyakarta, Semarang, Surabaya, Denpasar, Makassar, Medan, Pekanbaru and Palembang.

JAKARTA, KOMPAS – The low number of uji kir (roadworthiness) test centers and lack of competent manpower is overwhelmed by the number of vehicles that require testing. Such conditions have resulted in illegal levies and middlemen in roadworthiness tests nationwide.

Transportation Ministry data show that there are currently around 6 million vehicles, comprising passenger and transportation vehicles, that need to undergo roadworthiness tests every six months. Meanwhile, there are only 508 roadworthiness test centers nationwide. This means that, on average, one test center is required to serve at least 11,811 vehicles in six months, or around 98 vehicles per work day. As a result of this, tests lack thoroughness.
